Paul Oakes

Paul received his Bachelor's degree in Cross-Cultural Studies from Washington Bible College and his Master of Education in Counselor Education from California University of Pennsylvania. He has worked in the mental health field in Washington County for nearly ten years. Paul believes everyone should have a safe and healing place to work through life's difficulties.

In his free time, he enjoys hiking, kayaking, fly fishing, Star Wars, concerts, and time with loved ones.

With over 25 years in human services and mental health, Dave brings a calm, inquisitive approach to his practice. Holding an M.A. in Professional Counseling and a B.S. in Theology, he specializes in marriage, family, and couples counseling and is certified in various parenting programs. A father of four, Dave enjoys walking his dog, yard work with his wife, exploring tech advances, and watching sports.

Samantha Jarvis

Samantha received her Masters' in Counseling from Covenant Theological Seminary in St. Louis, MO. There, she underwent clinical training at the Behavioral Health division of Barnes Jewish Hospital in downtown St. Louis. Samantha has experience working with clients of all backgrounds, from those living with Depression and Anxiety to those struggling with feelings of dissociation and those coping with trauma and loss. Her experience includes work with both adolescents and adults.

Fred Edell

Counselor
Fred holds a Master’s in Theology from Wesley Theological Seminary and brings his pastoral experience into his counseling, encouraging clients to draw on their faith as a resource for healing. Specializing in trauma, mood and anxiety disorders, ADHD, and OCD, Fred works with individuals, families, and groups. He is a Certified Trauma-Focused CBT practitioner and an Approved Supervisor by the Maryland Board of Professional Counselors.

Whitney earned her master’s in social work from Salisbury University and has over five years of experience in mental health in Washington County. In her free time, she enjoys reading, watercolor painting, and spending time with her husband and cats.

Katlyn earned her Bachelor’s degree from Elizabethtown College and her Master’s in Social Work from Fordham University. She has experience supporting adults and children with diverse backgrounds and mental health diagnoses, including anxiety, depression, autism, and PTSD. Katlyn works with individuals or groups to address concerns such as ADHD, trauma, coping skills, behavioral challenges, and anger. She strives to create a safe, judgment-free space where clients can openly share through positive, supportive relationships.

Elizabeth McLaren
Counselor Intern
Elizabeth (she/her) earned her Bachelor’s degree from Towson University with a clinical concentration and is currently pursuing her MS in Clinical Mental Health Counseling at Hood College. She has experience in inpatient mental health and case management, working with diverse ages and diagnoses. Elizabeth takes an affirmative, empathetic approach, creating a safe space for clients to share openly. She is excited to intern with Potomac Community Services and aims to specialize in attachment and trauma-based interventions.
